Can I use a tinny in west lakes with a motor on it, even if the motor isn't on?

Hey everyone, I live in west lakes, and I might buy a tinny soon and go off the beach. I could go around west lakes but it would take me longer, so, if I'm just passing through and using oars to manoeuvre the tinny to near scullers reserve, and then exit the water to go to the beach, is that allowed?
